Ohio coalition tackles rising property taxes with proposed reforms

The Ohio Taxpayer Protection Coalition is addressing the rising property taxes that are impacting many homeowners in Ohio. Property values have increased, leading to higher tax bills, which has become a burden for families, particularly senior citizens and those on fixed incomes. In response, Ohio REALTORS has partnered with the Ohio Chamber of Commerce, the County Auditors Association of Ohio, and former Ohio Tax Commissioner Tom Zaino to form this coalition.

The coalition aims to achieve three main objectives: halting automatic property tax increases tied to rising property values, simplifying complex tax ballot language regarding replacement versus renewal levies, and closing loopholes that allow school districts to collect additional taxes without voter approval.

Efforts are underway to include significant reforms in the state operating budget (HB 96), currently pending in the Ohio Senate. The House version includes a provision requiring school districts with carryover balances exceeding 30% of their operating budgets to reduce property tax rates for the following year. As discussions continue in the legislature, Ohio REALTORS remains engaged in ensuring effective implementation of any changes that provide meaningful protections for homeowners.

In addition to budget advocacy, support has been given for several bills aimed at providing relief on property tax bills. House Bill 28 seeks to eliminate confusing replacement levies and simplify ballot presentations of property tax issues. House Bill 186 proposes capping school district tax revenue increases at inflation levels unless approved by voters. House Bill 129 and Senate Bill 66 aim to include all levies in calculating the 20-mill floor, applying reduction factors against unchecked growth of property taxes as values rise.

These legislative efforts are intended to give property owners a voice, prevent hidden tax increases, and bring transparency to levy operations and costs for homeowners.

The deadline for passing and signing the operating budget by Governor Mike DeWine is June 30th, 2025. Until then, advocacy continues for reforms delivering real relief for Ohio's property owners.
