Ohio is experiencing a significant housing shortage, with a deficit of over 100,000 single-family homes. Modular housing presents a potential solution to this problem. These homes are constructed in sections at a factory and then assembled on-site, offering an efficient and cost-effective alternative to traditional home building.
Current regulations governing modular housing in Ohio have not been updated for two decades and contain outdated requirements that need clarification. Modernizing these laws is crucial for removing barriers and supporting the growth of modular housing.
This week, Ohio REALTORS® submitted a formal letter to the Ohio Board of Building Standards advocating for proposed changes to the Ohio Administrative Code related to modular housing. The updates aim to clarify regulatory requirements, streamline compliance processes, and ensure consistent quality through enhanced inspection standards.
The proposed changes include clearer guidelines for third-party inspections and additional inspection options to maintain safety and quality. An alternative review process for large-scale developments is also suggested to expedite plan reviews for extensive projects, reducing delays and facilitating quicker market entry for new homes.
These updates are timely as Ohio's homeownership rate has declined from 70% in 2020 to 64% in 2022, with many families struggling due to rising property values.
