In his series of tweets, he emphasized the accountability aspect of these reforms and clarified misconceptions surrounding them.

On July 5, 2025, Williams stated that "Trump’s Budget does not slash Medicaid—it reforms it." He explained that the budget requires able-bodied, childless adults to engage in work-related activities for 20 hours per week to maintain their coverage. According to Williams, this requirement is intended as a measure of accountability rather than a cutback in benefits. "Don’t believe the scare tactics."

Later on the same day, Williams reiterated that work requirements for public aid are not unprecedented. He pointed out historical bipartisan support by noting that Democrats backed similar measures in the 1990s under President Bill Clinton. He further clarified that certain groups would be exempt from these requirements under Trump's budget plan, including pregnant women, parents with children under 14, seniors, disabled individuals, veterans, and the homeless.
