Today, Congressman Mike Carey of Ohio's 15th District expressed approval as his Confirmation of Congressional Observer Access (COCOA) Act of 2024 was enacted into law. The legislation, which mandates that states permit congressional staff to monitor election administration procedures, received presidential assent after passing the House of Representatives in late September.
The bill received bipartisan support and was cosponsored by House Committee on Administration Chairman Brian Steil from Wisconsin's 1st District and Representative Joseph Morelle from New York's 25th District.
Rep. Carey stated, "I’m proud the COCOA Act, which will codify the long-running Congressional Observer Program, is now signed into law. This will give Americans confidence that their vote is counted with fairness and integrity."
The Election Observer program has a history of training congressional staff to enhance accountability during tightly contested elections.
Carey has been actively involved in matters concerning election integrity. Recently, he questioned Ohio Secretary of State Frank LaRose about foreign nationals' influence in Ohio elections during a session with the House Committee on Administration. Furthermore, Carey backed the Safeguard American Voter Eligibility Act aimed at identifying and removing nearly 500 non-citizens from Ohio’s voter rolls.
