The campaign committee of Democratic Party candidate Daniel Jay O'Connor Jr., O'Connor for Congress, refunded $2,900 to Kevin Rowe on Aug. 22, according to the Federal Election Commission (FEC).

FEC data shows the refunded expenditure was for: "Contribution refund to an individual, partnership or limited liability company."

O'Connor for Congress has refunded $2,900 total since March 1.
