Ohio REALTORS has expressed support for House Bill (HB) 186, which seeks to reform the current property tax system in Ohio. The organization recently provided testimony to the Ohio House Ways and Means Committee, highlighting the issues with the existing rules that lead to property tax increases often occurring without public votes. In Ohio, nearly 80% of school districts have hit the 20-mill floor, a situation that undermines the tax reduction protections of House Bill 920 implemented in 1976. These rules were initially established to prevent automatic rises in property taxes with increasing home values. The current system allows for unchecked tax bill increases that burden homeowners.
Scott Williams, CEO of Ohio REALTORS, emphasized that “HB 186 provides important protections against unfettered growth in property taxes by limiting the revenue growth school districts can receive from the 20-mill floor to inflation.” The legislation still allows school districts to pursue additional levies for more revenue, but it ensures any increases beyond inflation require voter approval, thus preventing spontaneous tax hikes.
Tom Zaino, speaking for the Ohio Taxpayer Protection Coalition, also supported the bill. Ohio REALTORS has allied with this coalition to advocate for reforms that aim to bring fairness, simplify compliance, and keep Ohio competitive, particularly regarding property and municipal income taxes.
